Strategic planning is an integral component to managing complex change. This wiki provides some guidance and support on how to develop long-term strategic planning to help enable your school's vision to come to fruition. This involves unpacking what managing complex change might involved, what strategic planning is all about, links to Ministry requirements, school vision development as well as strategic planning processes. J.Thousand and R.Villa 1995 developed a matrix, "as a way to conceptualise the process of complex change in an educational setting, and help those involved in implementing change to understand both the process and the ways in which their reactions to change might be understood."

In reference to the Managing Complex Change management matrix, a school vision needs to be collaboratively owned throughout a school. Without a vision, there is confusion. Resources are an essential element in the change process. Without equitable access to reliable equipment, tools and technologies, there is frustration. Skills are essential in the change process, without support with new skills, there is anxiety. Incentives also help drive change, otherwise there is complacency and no ownership. An action plan helps drive the change process with definitions of roles, responsibilities, tasks and timelines. When all elements are addressed, the drivers for change are in place.

In terms of ICT Strategic planning, many components come together – as we address long-term strategic planning processes that align our school vision with tangible achievement targets aimed at enhancing student learning outcomes. The driving factors for the implementation of the long-term plans through to short-term goals relies on the commitment of schools to consistently allocate budgets and funding to ICTs and e-Learning tools.

Schools attempt to address resourcing and infrastructural needs - sometimes through long term planning, often as the needs arise and sometimes as a knee jerk reaction. Research shows it is increasingly more important to plan long term for current and future infrastructure - while addressing specific learning needs within your school. Hence, the relevance of strategic planning and the timely interjection of the Ministry's goal in the ICT PD contract which reads, "Increase e-learning leadership and ICT strategic planning capability of principals and teachers."

Resources and infrastructure (networking, cabling, servers, data management, learning management, administrative mechanisms, clients, security) are major considerations to plan for – especially as it usually involves spending a considerable amount of money. As strategic planning is more than just budgeting, all of these decisions should evolve from your school's vision for learning and the proposed direction for the future.

The vision will become a reality if leadership aligns strategic planning with professional learning goals, curriculum developments and sustainable learning environments. For example, if we want our students to become articulate, confident orators, we would invest in processes and technologies to support that goal - microphones and presenting in digital formats.
